1) Remove the platter - just lift up
2) Underneath the platter, you'll see a small lip section
3) Wrap the belt around this lip
4) Put platter back on turntable
5) Rotate platter until you see the motor shaft through the holes on the platter - a brass round looking piece
6) Pinch the belt around the motor shaft.
7) That's it.

Do you know how to make a measurement? open your equipment, use your voltmeter to see how much voltage run the motor and then compare with the voltage who is written in the motor. If the voltage which your have read is in the range of motor voltage +- 10% is ok, of no, that voltage must be more than that correct that problem.
If the voltage is the range of motor voltage the replace the motor.
