SOURCE: Can't hear caller
The earpiece speaker has gone bad. Unless you have access to a replacement speaker and can solder you will have to take the phone to you nearest Motorola service center.

The problem might be the hearing volume. As far as I know, the only way to change it is in the middle of a call.
Here's what you should try...
1) Call someone.
2) Using the silver button on the left side of the phone, press the up arrow key a few times until the volume is all the way up. It will say "Hearing Volume".
Hopefully that will solve the problem and your phone will be working fine.

Now depending on where you live and what you are planning on listening in on there can be a couple of things that you may need to take into consideration.
First in some areas it is illegal to listen in on Police Frequencies.
And Second is that there has been a large number of areas moving their Emergency transmissions over onto Trunked Systems which I don't think your Scanner Handles.
