When the turntable is powered on, the platter starts beautifully (a new belt recently installed). The problem is, it is rotating at about 50 rpm and can not be slowed down or adjusted by moving either the pitch control OR the 33/45 selector. Also, the 2 speed pots on the servo control circuit board don't seem to have any effect either. (There is NO control over the turntable speed which is much faster than normal). HELP! SOLVED!!! I had the exact same problem after my Technics SL-BD35 had been stored away for years in my attic. The problem is not on the circuit board. It's in the motor. There is a magnet on the motor spindle that is picked up by a sensor to detect speed so the circuit can regulate to the adjusted speed. That magnet came loose from the spindle and was sitting still. No spinning magnet means no feedback to the speed circuit so the circuit cranks the motor speed to max. I used superglue to glue the magnet back on the spindle. TADAA!! Turntable works like new. First has anybody tried to repair it before you got it Gerry? I ask this because someone could have fitted the wrong type motor!
If nobody has done anything to it, I would take a look at that servo control board. Is there any IC's on it, if there is look at them with suspicion.

Get some deoxit, spray it into the speed selector switch and the trim pots and move them back and forth for a couple of minutes.
