You didn't indicate what model so I don't know if it is hydrostatic drive or not. If it is not hydrostatic drive, it is most likely a worn belt or clutch adjustment. If you don't have your manual you can download one here:http://www.mtdlawnmowerparts.com/manuals.php
If it is hydrostatic drive it stil could be the drive belt or low water in hydrostatic transmission, or even water in the oil in the hydrostatic transmission. Always list model number when asking questions.

Per your own question that is the model # just use the 13AM762F765, There should have been a 2nd set of numbers and those would be your Serial number 9 digits followed with (000005) which is year built. I have exact same mower

The Model number for the Lawn Mower should be located under the seat or on the underside of the hood. The Model number for the engine should be on the top shroud usually in the front or above the carb.

Why do blades still turn when disengaged?

Sounds like the brake pads are worn out that stop the deck pulleys from turning. They are located underneath the mower, where you place your feet, when you are riding. Find your model number, under the seat, go to www.precionope.com and put your information in to find the parts. It may say poulan on the mower but it sounds like it was made by MTD. Good Luck.

Assuming you mean the deck belt, since you don't specify, it is part number 144200 The same as Craftsman. AYP, Poulan, and several others. You can purchase it at most sears stores or order it on line

How do I remove the pulley from the bottom of the crankshaft?

Crankshaft of what? I see a picture of a riding mower, is that what your working on? If so, you need a pulley puller. You can get one from your local autoparts store like autozone usually for a refundable deposit.

I have a polan 38" riding lawn mower and my driver belts keep breaking what could be causing this to happen. I have a Poulan 38 in and my belts keep breaking. Also the battery run down so easily

make sure the pulleys are aligned and then check for burrs or sharp steel cuts on the pulleys as for the battery check for a short or bare wire.
