It's entirely dependant on the operating system, if you have Windows 10 then boot into the OS and search for "reset" - this will reset the OS back to it's original install.
Otherwise to answer your question fully, if you want to wipe the HDD/SSD then you will find many USB-based tools available to do this.

HI Dear if you want to clean your system i think u want to reinstall the windows before that u want to clean your drives if u want to clean C: drive then u have to restart the computer with Win Xp or Win Vista Boot able Cd then after loading option you will see of format when u click it it will clean your that selected drive if u want to clean other drive the go to my computer right click on drive and click format ok .
