On what? Most mowers have a direct wire to the carb choke plate or butterfly..simply follower it from the choke handle to the carb..it has a clamp at the carb end to allow enough movement to work the butterfly..good luck..
check for stuck butterfly on carb, also check wire linkage that moves butterfly for good connection or slippage. sometimes when you push the throttle up the butterfly opens a lot but gets stuck there even when throttleing bsack down.
