Carbs probably need to be cleaned and re-built. Common problem in outboards that havent been run in a while

There are two things to look for. With the motor off disconnect the shift cable. Pull the boots off the plugs so the engine can't kick back. Grab the shift lever directly on the motor and pull it in the direction reverse is. Turn the prop and you should be able to feel reverse click in. If you just barely feel it "tick" the gears, the shift rod inside the housing is not adjusted. If the reverse "bites" into place as good as forward then leave it is that position. Next, line up the shift cable but DO NOT connect the end with the shift lever. Put the cable in reverse and you will see a gap from the old setting to the where it has to be to work correctly. Then its as simply as adjusting the shift cable to match the lever.
The second possibility is the rubber hub in the prop. It could be slipping. But usually its gone in both directions when this part breaks.

Not familiar with that specific motor but had similar vintage smaller HP Johnsons. From my experience it sounds like it could be that the high speed carb adjustment is too lean. What I would try is running the backing off the high speed screw 1/4 turn to 3/4 turn, then test. If works better, screw back in in 1/8 turn increments until the problem recurs, then back out 1/4 turn and leave it there.

Ihave a 1991 70 hp Johnson outboard thats hard to start the first time but starts good after that. Seems to be flooded. Starting rpm seems to be low.
