Go to the following webpage (CLICK HERE) called hidemyass to go to a free web based proxy server. This should enable you to visit facebook as it encrypts the data sent and rerouts it to facebook. This will only work if this site is not also blocked. There are many other web based proxy's you can try if this one is blocked , just search for them in Google.
