contact the traffic department direct using a phone number from the phone book or from google ( not the phone or link provided) and ask to have the fine verified
most likely a scam to get your account details or to get a virus onto your system

Sounds like a scam to me No motor vehicle department has your phone number . Even if it did you will never hear from them by phone.
