It sounds like the toner drum may be having some issues, it can be replaced but it is not easy / inexpensive. It may be more cost effective to replace the unit. Otherwise it will need a replacement part for sure.

The 3550 won't print in any color if any of the colors are out. You'll have to replace the color ink that's empty to get it to print.
In the future, if you're just printing black and white, you can select "Print in Grayscale" from the print properties to just use the black ink cartridge, which will help the color cartridges to last longer.
200 is not much, but possible if you print a lot of pictures at paper size. Normally when a HP 1600 starts notifying about low toner, you still have about 20 %.
If the line is one specific color, then change the corresponding toner cartridge. (You may be able to see the line on the drum in the toner cartridge.) If the line is a mix of colors, then it is probably either the transfer belt or the fuser. In either case, you could replace the whole printer for about the same cost as repair.
If the spots are all one color, the toner cartridge of that color has a problem. Check the drum on that cartridge and make sure there are no bad spots on it. Your cartridge could be leaking toner.
you may try this 1) do clean nozzle cycle (do more times) until print normal, refill enough ink., not fixed go next 2) clean the color ink cartridge nozzles, put the cartridge down the soft paper damped with solvent or water, do it again untill to see three different color inkgo out on the paper.
HP Inkjet printers work only if both the cartridges have ink unlike HP Laserjet printers.
If you want the printer to print only in black, Follow the steps
Start --->Control panel -- >Printers and faxes ---->Right click on the printer icon (HP c5100) select printing preferences.
Under printing prefences there u will see an option to print with black or print in gray scale.
Note:HP Inkjet printers like Photosmart C5180 will work only both the cartridges have ink.
