You'll have to search the site for a part that possibly works for you. Hope this helpful. There are other sites that have parts, but I did not find the Guardian.
sounds like either the pulley is not tight to the spindle or the spindle is broken in half either in a bearing race or between the two spindle bearings
Can you move the spindle up and down with the handle? If you can't make sure the spindle lock is not on. Is the spindle clean and rust free , well lubed? Usually the return spring can be adjusted with a nut on the left side of press. Possilby the return spring could be broken.
