Your batteries have possibly developed a memory and are probably shot or it may be the charger local toolstore should be able to test them both.Which ever one is bad it will cost more to buy a charger and battery than it will to buy a new drill .whatever you do ask the shop people how to stop the battery from developing a memory or if you want to come back to me when you have them fixed up I will be happy to tell you.please let us know how you get on ,thankyou

Can I use my old Ryobi charger (#1423701) to charge my new Ryobi LITHIUM battery?

If the old charger has a deep-uncharge-protection contact and was also made for Li-ION ther is in any case a marketing technical design by a notch to protect the battery to place on the charger if this cells are not correct.

I have a ryobi charger 1423701. but it does not charge at all

If it's not charging and your batteries are still good then more than likely the unit is shot. You can try cleaning the contacts on the unit and your batteries and see if that helps. If you know someone with a universal charger try your batteries on that to make sure it's not them that's the problem. Check ebay for a used one at a cheap price. This is not a fix you can do unless your a techie and it's not worth sending off to Ryobi for a factory fix. i just replaced my panasonic charger for the same reason, but i had it for 10 years.

The Yellow and Green light both come on and stay on when I put in a battery to charge !!! This is a Ryobi 18v battery charger model #1423701.....

It sounds like your battery is bad. If yellow and green are on for more than 15 minutes it probably a defective battery pack. See page 8 in the manual.
