Since the OS is corrupt you may need to re-install the OS using the F-11 recovery.
But, before that there are a few options available for you.

Start your computer and keep pressing F-8. It will take you to the advanced boot options. There select Repair and press enter.
The recovery manager will start and will guide you to the repair menu after asking for administrator's password.
There select Startup repair. Cross your fingers and hope it works. If it works and windows starts up and is still corrupt, you may be able to move the data from your user files to some other location easily before recovering your system.

On the other hand if it boots cleanly, you will not need to format your windows partition.

But, if windows is not able to start, you may still be able to back up your documents using the Recovery manager and selecting back up your files.

Then you can re-install windows to give it a clean and fresh look.
It is advisable to use the internal (F-11) recovery because it will format only the windows partition and not the entire disk (which is true in case of recovery discs).

If you have a corrupted installation or a corrupted disk you can try and reinstall the OS. I also suggest you place your ear up to the laptop during the recovery, mostly where is freezes and listed for an exact repeating click, this may be a sign of a dying hard disk. What OS of windows do you have on that machine?

If your OS is genuine or legal one then its sure that there is a recovery CD laying in the company office/store. so if you have not collected do let them know for which you need to call the customer care nearby and get in touch with the main office. it comes for free. as that recovery CD was meant to be given to you during the time of purchase but many time due to transportation and time the company do not give them along with the purchase is your OS is not and original..m sorry Regards gizokieth

If you contact Toshiba with details of serial number and proof of purchase etc. you can get a replacement Recovery CD at a small cost.

to get your system files back follow these steps.

1. get an OS disk- XP or vista whichever your OS is.
2. put it in the CD drive.
3. and select option for repair.
4. it will get all your lost files back

Im not suprised as alot of recovery disks seems to be a fail. If you call up HP theyll most likely send u a free set of recovery disks if you push them enough. The HP recovery disks issues are actually a generic disk to recover different DV models so theres more likely a chance that it will fail too.

It seems to be a problem with your hard drive. Or your operating system files have been corrupted. If you do not have any critical data on the computer, I would go for a reinstall of windows
