On a standard KB, it's a shifted apostrophe, maybe just left of the Enter key. But with a smart phone and some other android devices, you need to press the "numbers mode" button to see many of the characters.

go to your control panel and then go to your regional and language and make sure all the setting are set to english, on the languages tab then details make sure you only have 1 keyboard setup in there, delete any others

Sounds like the keyboards a bit confused try going to control panel then under region and languages click on keyboard and select another countrys keyboard layout and click apply then change it back and apply again. I cant guarantee this will work but its certainly worth a try. Please let me know if this works good luck.......cheers from Scott and plz vote

SOURCE: Problem with a Dell Keyboard

  1. Click Start , type intl.cpl in the Start Search box, and then press ENTER.
  2. On the Keyboards and Language tab, click Change keyboards.
  3. Click Add.
  4. Expand the language that you want. For example, English (United States).
  5. Expand Keyboard list, select the United States-International check box, and then click OK.
  6. In the Default input language list, click Language name - United States-International (where Language name is the language that you selected in step 4), and then click OK two times.
  7. In the Regional and Language Options dialog box, click OK.

    Notice that the Language bar appears on the taskbar. When you position the mouse pointer over it, a ToolTip appears that describes the active keyboard layout.
  8. Click the Language bar, and then click United States-International on the shortcut menu that appears.

    The United States-International keyboard layout is selected.

If you are using a FRENCH keyboad on an ENGLISH configuration, take it ganted that it won't woks. You should define your keyboard as French . If you are using Windows, you should go to control Panel - Regional and Language confiuration
Press TAB Language
Press button DETAILS
Now select Language as French
Press ADD and select Language French and Keyboard French
Accept.
Select this configuration as default.
Accept and exit Control Panel
Now your French keyboard should use french language distribution

The symbols on my Dell L100 Keyboard do not work consistently in MS Word. Today I cannot get the quotation marks to work. The other day the question mark didn't work. It seems to only effect the ones...

It seems like you may have a strange language setting for your keyboard. Try going to Control Panel, and selecting language. It should look similar to this: snowyrat_1.jpg
There should be a tab labled something to the effect of "Change Keyboards or Other Input Methods." Select that, and then select "Change Keyboards" You'll get a menu that looks something like this: snowyrat.png
Select "Add" and scroll down to "English (United States)" Select "US(Default)" and click ok. Select US as your keyboard, and the problem should be fixed. If that's not the problem, then it may be a setting in MS Word. Hope this helps!

sounds like your keyboard is speaking another language. Go to control panel, regions, and make sure that English is selected.

How to make question mark and at keys

If you are hitting Shift and the number 2 and getting a quotation mark instead of the @ sign....then your keyboard is not set up for the United States. Go to control panel > regional and language settings > go through all tabs and buttons and make sure they all say either (United States) or English - (United States). Always hit apply after each setting reboot when finished with all. Make sure the location and english (united States) keyboard is added.
