You need to go into the display settings of your computer once the cable is connected and change it to a dual-monitor setup. I'm going to assume you have windows 98/xp, you can find the display settings in your control panel under the title of "display". it'll be under the last tab of the window called "settings".
Keep it in mind, in reality there are a ton of ways to run two monitors. Chances are the one that your going to find easily is to "extend" your desktop onto your tv, making them both run as one screen. Hopefully that doesn't happen to you (you'll probably find it extremely annoying). Also, some video players wont let you play videos on your TV because their worried that your going to copy the video onto vhs.
The display on your tv will be blurry with s-video, and you wont be able to read text easily (hd-tvs are different if your video card is new enough to use the hd-tvs features, and/or your hd-tv can run computer displays. You can purchase a computer monitor to hd-tv cable online or at computer stores) but videos and pictures will look good. And if you have problems and you accidentally switch your display to the tv and your monitor is off, turn off the computer and unplug the s-video, it should go back to normal although it may happen if you put the s-vid cable back into the pc.

You must contact a svc co. This is a upper or lower buffer board problem and possibly a control board. Nothing you have done wrong, it just happened.

you might try unplugging the TV and then plugging in again. It worked for me

please try to count the exact number of blinking lights to diagnose where the fault came from..
Also try to open the cover and look for any bulged capacitors on power supply board..
