If the monitor is connected to a DVI output on your computer try to connect it to the VGA to see if it's an issue with the input or if the monitor is shot. It sounds like your monitor just crapped out.
It is a screen problem. You have to replace the LCD. It is either cracked or the electronics of the LCD is faulty. Find the part number on the back of the LCD and look for it on ebay.
You probably have faulty lcd panels inside the tv. replacing them can cost alot of money. I assume you have tried different inputs? If the dots are in excactly the same place then the lcd panels or lcd controller are faulty.
