F13 error is related to the clock. this error can occur when the clock looses communication between the keypad or any of the sensor in the stove, including the heat probe. sometimes resetting the power will fix the problem.
Try disconnecting power to the stove completely and flip the corresponding breaker on and off at the breaker box.
Wait 30 seconds and then turn everything back on.
if the problem persist after power-up, according to Frigidaire suggested corrective action the electronic oven control, also called EOC has to be replaced. Here is a search link from Google for the part in question.

SOURCE: KENMORE GAS STOVE OVEN LOWER BURNER WON'T WORK
bad oven ignitor is the most common cause of bake failure, located onthe side of hte burner bar itself, if youd like with a multi-meter, you can check the wires leading to the ignitor for 110v. if you have power and nothing was glowing from ignitor theres your problem

Your oven ignitor has gone out. This is located under the pan in the bottom of the oven. This is held in with 2 screws in the back portion of the pan. This will expose the ignitor and then 2 screws take it out. Replace this and this will fix it. very common problem

We had a bunch of storms roll through the area and we figured a surge must have fried our control panel. We decided to buy a new oven rather than spend $200 fixing this one. Luckily, our local Sears rep wasn't in it just for the commission and suggested we flip the circuit breaker off for 10 minutes to allow the range to reset itself. Works good as new! So, try this first before you make a decision. Good luck!

Most likely a hot-surface ignitor has failed. If it doesn't consume enough current, the gas valve won't open. It's usually a fairly easy fix, once you gain access to the ignitor and have a new one to replace it with. Make sure you unplug the range...

Turn the breaker to the stove off for one minute, reset time and everything should work just fine. It worked for me.
