Depending on how high they need to be raised you may need to consider an adjustable stem or a stem extender. I would recommend taking your bike to a good shop as they will be able to take a look at how your bike fits you and what your options are .Its not just as simple as loosening the hex bolt in the stem and raising it as most stock stems don't give you much extra safe length to work with.

I'm afraid there is no manuals for this bike. Take a look at any sports bike from the 1960's. The basics are the same.

"Shimano 21" doesn't really narrow it down much.

What exactly are you needing instructions for? Most bikes are just static frames with a bunch of aftermarket (Shimano, for example) stuff hung on them.

Everything on a common bike is found on just about any other brand of bike and the individual components are usually documented at the individual manufacturers' websites.

Places like http://www.parktool.com/blog/repair-help document many of the repair and adjustment procedures.

Google will find tons of How-to videos for assembly and adjustment.

You might find a Raleigh-specific manual for your bike here...

SOURCE: Raleigh sc30 bicycle has a front shock absorber.

I can't find any doxumentation anywhere for that model.

I'm guessing the technology is elastomer so the only option for adjustment would be to replace the elastomer, if they even make different ones.

SOURCE: lower the seat on a Raleigh SC30 Bicycle

There should be bolt or quick release lever holding seat in position. Loosen the bolt or lever, adjust seat, retighten. If seat post is stuck, apply some WD-40 or similar lubricant, wait a while, and try again. you may have to twist seat to turn post and break loose if there is rust.

What is the year of manufacture?

Serial numbers are most often useless in dating or getting info on bikes. Some bikes have a date code on the head tube (where the fork goes through). Best solution is to go to BikePedia, then put your make/model in to the search. Scroll through until you find one that matches the color scheme, decals and equipment of your bike.
