Burnt smell is probably the belt slipping. Even though it looks OK, either the belt needs replacement and/or the roller needs cleaning and/or lubrication at the ends. Try cleaning the roller ends first and then light lubrication with WD40. If belt works, you are done. If not, replace belt.

Try replacing the belt. My vacuum cleaner had the same problem and once the belt was changed the burning smell was gone.

The lower brush has been jammed - turn off the power, unplug, take off the vacuum dust colletor, then turn the vaccum cleaner over.
There are four wide plastic tab locks - use a coin to unlock and take off the foot plate.
Take off the string/cotton/toy/whatever that is jamming the brushbar - it can be removed to complete cleaning. Once unjammed, put the brushbar in place then replace the sole plate, turn upright and replace the dust colletor. Turn on leaving upright.

The burning rubber smell is usually the belt. Be careful not to use it on your carpet as the rubber belt can get hot and liquify and really mess up your carpet (if you have one). Here's a link to some instructions for replacing the belt.
