Thing is Noel that the power button and error/ink buttons are all flashing...but it will not operate presumably because there is some sort of 'printer error' according to the windows computer.

Yes, you will need to purchase a chip resetter to get this to work. They work by resetting the firmware in the printer to accept non epson chipped ink. You can pick these up online for around £20.00

I assumed that your using windows xp, drivers for other versions of windows are also available on the website.

The chip on some of the compatible cartridges is not always reset and can show this sort of problem. Buy a chip re-setter (pretty cheap) and hopefully then they will work.

ink light is flashing or off, you can run the Ink Cartridge Replacement utility. 
printer icon in the bottom right corner of your screen (the taskbar) and select Printer Settings. Click the Maintenance tab.
Macintosh: Open the Applications folder, open the EPSON Printer Utility3, select your printer (if necessary), and click OK.
You see one of these screens:
