Look for mud dabber nest on the fan blade, the blower wheel, on in the motor itself. Use pliers to turn the motor shaft. It should get easier after a few turns. Use your hand to rotate the shaft until the shaft is turning freely. You may need to remove the evaporator cover to get to the blower wheel to check for mud dabber nests. If the nest is inside the motor you will likely need to remove the motor and clean it so the same nest does not keep being a problem.
Then in that case, the motor needs to be replaced. The more should move freely.
