If supported, the fabric softener goes in the the center spindle.

We had the exact same situation with the fabric softener not draining and here is how we fixed it. Turn the water off first, then remove the water lines that bring water into your washer. (They are near the top.) There is a screen in the end of the line, do not remove it, but take an old toothbrush and brush the gunk out and clean it as best you can. Do both the hot & cold sides. The screens keep any debris out of the washer, so after a while it collects and slows down the water intake time (has your washer been slow to fill also?) Screw back the lines, making sure to put the hot and cold back as they were originally, then test that they do not leak. Put your washer back in place and viola - problem solved! Take out the drawer and clean the compartment and pipe at the end of the drawer with hot soapy water - washing up liquid works well. Clean all around it. To show this is working OK, put it in the sink and fill up the compartment with water until it is overflowing then stop. The water should drain out of the compartment on its own.
Next, where the drawer fits in the machine clean the water exit above the drawer with a washing up brush. This can appear brown or white depending on your water type. If this is OK try running the machine. If there is still a problem, remove the drawer again and turn off the power at the mains. Use something like a paper clip to poke all the holes in the water dispenser area above the drawer. There are lots of them so some patience might be required. If you live in a hard water area it could be blocked with limescale in which case an application of a descaling mousse or spraty will assist. Once complete, make sure you rinse the drawer area, drawer and put the drawer back in and run the machine on a short cold fill wash cycle. Put some fab con in the drawer to test that the machine drains it correctly. If all is well then there will be no fab con left. If it is still there then you will need to get into the water dispensing area to see what is wrong. Occasionally the mechanism can get jammed, lose a spring or just get broken, in which case it will need replacing.

The "SUDS" error can be caused by too much detergent, improper detergent, drain pump/drain line problem, or pressure switch malfunction.
1. If you are not using HE detergent, you need to be. These washers are designed to use HE detergent which is formulated for wash tubs that use 5 to 7 gallons of water. If you use regular detergent, you are, in affect, placing a higher concentration of detergent in the washer that is normally formulated for wash tubs that have a 35 gallon capacity. The manufacturer should have a disclaimer in the owner's manual explaining this. In most cases this will also void your warranty. NOTE: Prolonged use of the wrong detergent can damage the drain pump components and or wash tub seals.
If you are using the correct detergent, double check the label to make sure it is not double (2X) or triple (3X) concentrated. You could still be placing too much soap in your wash.
To get rid of excessive detergent, place the washer on a RINSE & SPIN cycle, then run it through a normal wash cycle with NO detergent added. You may have to repeat these steps depending on the amount of detergent used.

Obstructions in the drain pump and/or drain lines can attribute to air getting trapped in the drain pump and cause the error code. Double check all electrical connections to the drain pump and Central Control Unit (CCU). You will need to remove the top panel of the washer to access the CCU. This is accomplished by removing the three screws in the back of the washer that hold the top panel in place. With the screws removed, slide the panel back, then off. The CCU is located directly behind the wash tub in the center of the washer. The Drain Pump connector will be the 6th connector (facing from the front L to R) in the center of the CCU.
3. Check the Pressure Switch to ensure it is good. The Pressure Switch is located to the right of the CCU as you are looking from the front. It is a small cylindrical shaped device with a connector plug and an air hose attached. The switch can be checked at several water levels by removing the plug and taking resistance readings at the connector pins. Readings are as follows:

Pins 1 to 2 (SUDS Detect) – 0 ohms
Pins 3 to 4 (Overflow) – 0 ohms
Pins 4 to 5 (L1) – 0 ohms
Pins 4 to 6 (Empty) – 0 ohms

Kenmore 110 front load washer wil not dispense fabric softner. Code 21. Have already checked pump and filter obstructions

You could have a clog in the housing underneath the dispenser where the water flows through a hose into the tub.
Pull the dispenser drawer completely out.
There is a tab that needs to be depressed to release the drawer and remove it.
Check the opening at the bottom of the housing just inside the dispenser housing opening to see if a small sock or garment is clogging this opening.
Reach down into this opening to see if an item is inside the hose.
This is the normal issue that will cause water to leak out of the dispenser housing.
Wash the dispenser drawer thoroughly with warm water. Make sure that you pull off the siphon covers and wash all siphon holes. This process is described in your owner's manual. Replace the dispenser drawer and try the washer again.
