I have a 2018 Toro TimeCutter SS2000, model 74731. It had trouble starting last year, but would start if I rocked back and forth. It won't start now. I tested all safety lockouts except brake actuator. When I bridge solenoid with wrench it starts fine then runs normally.
Given your description the brake actuator module is suspect. This unit has an automatic electric brake system. If the brake actuator does not fully rotate into brake set position the engine will not crank. Check for obstructions in brake linkage.
You could try disconnecting brake linkage and see if it allows for engine start. Can also be a bad pole in the PTO switch or loose connection somewhere in start engine safety interlock.

The neutral safety switch is located in the shifter housing.

Have you checked the inline fuse?. Also you could unplug the ignition switch and clean the terminals, particuarly the one with red wire in it. That the one that has constant power to it and tends to corrode over time. Hope that helps.

first see if u can jump the started with a screw driver, also check fuse could be blown. do u have battery voltage? here is a site for a wiring diagram www.managemyhome.com.

measure with a valt meter and see what your voltage is at the battery . now measure what you have for volts at the soleoid. then check to see if you are getting 12 volts to the single peg on your soleoid, usually a whitwe wire. If your not getting voltage to this wire you probably have a safety switch problem. If you are getting voltage here check to make sure you are getting voltage at the starter motor. If your getting voltage there you may have a bad ground at the starter motor or the whole motor may need to be grounded to the frame.

Safety first!--Make sure you're in park & brake on-- Try shorting across the starter terminals with a screwdriver,if the bendix kicks in & nothing spins,remove the starter & put in bench vice ,(or hold down securely), & jump with cables.--REMEMBER POLARITY--If the starter spins you are in deep *******---something in the motor is probably locked up.(If the starter doesn't spin get a new one.)
