no solution here just sounds like the remote is programmed but not with the correct code or frequency hence why power won't work but volume does, if it's a universal remote try programming it again, also try looking at the manual to see if there's something like a mini breaker box, some remotes like garage doors have a panel of switches in them, sometimes a-b like a baby moniter, anyways look in the manual and see if there is one of these or something like that and maybe it just has to be redone there. good luck sorry if none of these work or can be done.

These codes control Sylvania TV with the RC65, & I suspect they work with the RC64: 11864, 10171, 11271, 11314, and 11394.

There is a possibility that the list of codes will not work. But, they will show you how to program the remote to search the whole codes list stored inside the remote. Good Luck. :)
