Wow, I didn't even know that you can configure VPN on the router. I usually just use some VPN service, which I turn on before I start surfing the Internet. By the way, there are a lot of good options on EN.VPNwelt. Thanks to the reviews, it is easy to choose the best service, or try many different ones and again choose something most convenient.

Not all routers will pass all types of VPN successfully. My last D-Link router would pass a PPTP VPN with no problem, but completely choked on any attempt to pass an IPSEC VPN.
Since you never specified what model router you have, it's difficult to diagnose your problem beyond that observation.
Try a different brand or model of router and see if you get better results. Sad to say, I have found that the low-end routers work fine with completely vanilla networks, but they are very prone to annoying surprises like this when you try anything beyond what the average home user would try.

Hi! Try to logon to the configuration page of your router. then go to Advanced tab and click on Firewall settings on your left side.
At the bottom part you could see the Application Gateway Level section, Uncheck all the boxes under that and click on Save Settings at the top.

The router's PPTP passthrough and IPSec settings assume that you're connecting to an external VPN server on the public side of the network, but it sounds like you're hosting your VPN server inside your local network. If this is the case, you may just want to have your windows VPN box in a DMZ, or get a router that you can exert more control over. Be wary, if you're doing this at a residential location, your internet provider will probably block or "shape" this type of incoming traffic to your local network.
Testimonial: "it is a good solution, However even I tried put DMZ to the VPN box, it still doesn't work. I'm wondering if DVG-G1402S supporting GRE protocal at all."
