Probably, the battery has seen better days. After full charge, the battery should read more than 14.4 volts until used for a little while. You should either replace the battery or have it rebuilt with either Ni-cads or much-better lithium ion cells. Check with www.primecell.com for information. I had this done for a Skill drill battery (Li-ion) and the charge holds for long periods of time when stored and lasts far longer when used. The original charger worked ok for this modification. Hope this helps!

Ohm out between the primary and secondaries on the main transformer... there should be Mega Ohm (high resistance) between the primary and secondary winding's of the main power transformer. If you have a short (low resistance= K Ohm or lower) then the transformer is hosed and needs to be desoldered from the board and replaced. I believe there is a fusable link resistor on the board as well...could be fryedThere is a resistor/resistors on the secondary output those can also be burnt out...hard to test on the board though. Look for any visual evidence of discoloration of any board components. There is where the fault will be usually.

I have a dewalt cordless drill dcd776c3. Charger shows red light (on full - no flashing) yet the drill is not working - as if the battery is flat? I've tried the 2nd battery too - same result.

What kind of batteries are they? If they are NiMh and haven't been used for a while, they can lose their charge and NOT be sble to be charged again!

Do you have a 3rd battery that does work? Buy a battery to make sure the charger is working or that the drill is working. If yes to both of these, then your old batteries are NFG.

I am in Canada and I cannot get a Black & Decker 36V charger which is LCS36. The B & D 36V battery looks identical to the Dewalt 36V battery but I cannot be positive. Do you know if the B & D LBXR36...

What I do know is that some NiCd 12V Black decker batteries that look similar to the dewalt ones they are charged by the dewalt charger.
But there are 12V Nicd black and decker batteries that they can not be charged due to an extra plastic edge that does not allow to be charged by the dewalt charger.
Now if you do have the dewalt lithium 36V charger and if the black and decker battery is a 36V lithium one and can not be charged due to a plastic edge then I would recommend to risk to destroy the plastic edge in order the black and decker battery to be charged.

Need to know what terminals to conncect a 12v charging system to a Dewalt 18v battery in order to recharge it. I know it is a three prong system and I am assuming that the small center ground is used for...

I do not recommend connecting anything but the factor charger to the battery. No 12v will not not charge an 18v battery.
They can BLOW UP if you apply too much current.
The correct charger can be found cheap. Look on craigs list under tools.
