All 4 cordless phones affected. Cannot dial out or receive calls.

Sounds like a power problem.
This model of phone will work as a regular corded phone when no ac power is available.
IE the cordless function is only available when you have electricity.
- is the ac adapter plugged into a working outlet.
- is the ac adapter working.
- is the ac adapter pluged into the base.

You can toggle each individual phone extension as to whether or not it recieves a "voice" call or a "ring-first" call.
At the extension, press "SPEAKER - 60" it will display the mode. Press the * (asterick) key to toggle between the modes. Then press SPEAKER again to set.

Sounds like a firewall or ACL.
while offhook, press the "?" 2 x, see if there the phone is sending packets or go to the network settings and get the IP Address.
You could try to reset the phone to factory.

How many handsets do you have on this system? Just the one for the base unit?
Check to see if your Panasonic phone has a flash key feature. If it does, press the flash key down and wait until you hear the confirmation tone. If the Panasonic phone you're using does not have a flash key, hold down the the hook switch for half a second, then release. Dial the number of the third person in your conference call. If you're inviting someone in-house to be a part of your conference call, dial their extension number instead. If you're dialing an outside line you may need to dial 9 before dialing the number.
Wait for the new addition to the conference call to answer and then press the Flash key again. Wait an additional two or three seconds before pressing the number three on your telephone keypad. Start your conference call. Once you've pressed the flash key followed by the number 3, as in Step 4, your conference call is established. If you wish to add additional participants simply repeat Steps 3 and 4.
