I don't know. i just repaired a top load with same symptoms.
I found the pin on lid did not quite reach the 'CLOSED SWITCH'. finger on lid was plastic so i had to lift lid and raise pressure switch by wrapping a ribbon of sheet aluminum around it so plastic lid pin could reach it. do not
cheat this safety switch as it shuts off spin so folks won't loose their arm. DO NOT BY PASS THIS SAFETY SWITCH.

rear tub bearing is going out, must be replaced, causing too much drag. labor intensive repair.

make sure all of the legs are adjusted correctly. maytag washers also have to be on a very stable floor. if the floor is not stable or if the legs are not adjusted properly then the machine will shake all over as if they are out of balance.

If the motor has a transmission, it could be stuck in 1st gear. I think the agitator running is normal.

two problems here,
your shaft seal is running on its last leg
the sound is unmistakeable and always described the same...
the water issue, you probably have a trickle leak through the cold water valve
the mixing valve is quite an easy repair, but I would have to say with all honesty, it probably time for a new machine
the hub seal is a tub replacment call
2 hrs of labor if hes good
and the tub runs around 500.00 dollars
