Is the input volume low only from the Denon drm 700? What happens with any other device?

Look at the specifications of each device and even if it takes many hours - which it might well even if you had a relevant, degree-level qualification - check for conflicts.
That many of us have no idea how to read those specifications and search out the incompatibilities is not the point.
If you want specific help, go to the manufacturer's WWW site…
I'd like to thank everyone who has given input to this question. I'll just have to make sure the volume is not high when switching to different sources . Thanks guys.
I'll download the relevant manuals and check the in and out specks.

It sounds like you either have too low of an ohm load or the voltage is dropping at the amplifier's power terminal.
With your multimeter set to DC volts, the black meter lead on the ground terminal of the amp and the head unit on (so the amp will have remote voltage applied), touch the red lead alternately to the B+ and remote terminals of the amp. If the voltage is below ~11 volts, you need to check the wiring feeding whichever line is too low.
If the voltage remains near or above 12v, disconnect one speaker and see if it shuts down. If it doesn't, disconnect that speaker and connect the other speaker. If it only shuts down with both speakers connected and the voltage is staying above 12v, the ohm load is probably too low and you'll need to rewire the speakers.

I went through the amp/receiver and used small star washers on all the grounding screws I could find including the one securing the transformer, cleaned dust off all circuit boards, checked output transistors and fuses, all OK.
Re Assembled unit and it worked OK.
I will buy a fan and fan it to avoid sourcing heatsinks for the previusly suggested IC's.

Somewhere in your speaker wiring, you have a shorted wire. This short can be as simple as a single strand of wire touching the other terminal on one of the speakers.
With a bright flashlight, look carefully at the back of the receiver and then the speakers for any loose strands.

On this model you can't HDMI is a pass though just for video, No audio, you have to run audio with composite red/white, digital coax or fiber toslink

Just bought a unit from a thrift store. Found same problem; FF & RW OK, but play engages then stops. Also noticed buzzing noise when power turned on. Opened unit, found broken capstan drive belt. FF & RW driven from different motor. Buzz was drive motor running freely with no load - when power is on, capstan is driven all the time for fast play/record start. Replaced with rubber band, and it works --- now looking for replacement belt.

Hi Robbie. The headphone socket volume on Denon is high and ok. On the Sony str dm 1070 all inputs are fine. CD, phono, tuner, surround sound. Volume level is around 53. When the Denon tape is selected I have to turn volume up to 38, which is very high. The connect leads are good quality, if any of that makes sense.
That does make some sense and why is this theoretically a problem and then, why is it technically a problem?
My "obviously ignorant" Questions matter because they will show what's gone wrong…
Accepting that when the Denon tape is selected you have to turn volume up to 38, why is that a problem?
