Well 8.81" is in tenths, 8 is the whole inches while .81 is .01 over 8 tenths of an inch as many rulers I have seen carry tenths this would be a say half a line division more from the eight tenths point.
you may do better converting it to mm which would be 22.3774cm or 223.774mm with a simple inch to cm multiplier of 2.54 though this I think is rounded up.
If you want a non metric answer then you are in small fractions which I have not seen used much for many years in general practice 32nds 64ths and 128ths is the highest I have seen but that was many years ago.
You need more information to round to the nearest tenth, you need the hundredths column.
For example, if the number was 6.54, we look at the number beside the tenth column, the hundredths column. If it is 4 or less, we round down and don't add one to the tenths column and the result is 6.5.
