To set up the Harmony remote controls, you need to connect the remote to a computer with the Windows OS or Mac OSX using the USB cable that came with the remote. You also need to create an account using the Harmony Remote software - the account is at
myharmony.com . It looks like the Windows software and website work with Internet Explorer with the Silverlight plug-in. (Newer Harmony remotes use an app that shouldn't be browser and plug-in specific.)

If you are still having problems, first check if Operating system found the device when you plugged it in. (With Windows, go to the Device Manager and check if the driver was installed. Look under Human Interface Devices.) If Windows Update is set to automatically install hardware when it is plugged in, this should happen automatically. Check if an update is pending. If the remote wasn't recognized, try a new USB cable with the correct connection. You may also find this site,

I hope this helps. I've assumed that the battery in the remote are fully charged. If the unit isn't charging, you may need to replace the battery or the remote. Amazon does list a replacement lithium ion battery for the Harmony One. There are a couple of choices depending on when the remote was manufactured.
