The bobbin winder has a tire on the opposite part of the machine (inside). If it is getting thin it won't make contact to the hand wheel. It will need to be replaced. This is easily replace by pulling the old one off and take it to your sewing machine repairman and get a new one. Just replace in the opposite order.

I know this is probably not the answer but: are you sure the thread is coming off of the bobbin on the left side (bobbin in machine correctly), and when I first got my machine I tied to use the bobbins that I had on hand that fit my Singer machine. I had tons of problems with the "odd" bobbins that did not fit correctly into my machine. There is a VERY small size difference, but it does make a difference.

Question: How does one find the tension discs??? I have a White 1740 with a top drop in bobbin and I went thru the same problems as night_wolf above, then, ultimately, the top thread will now not pick-up the bobbin thread through the fabric. It picks up the bobbin thread without fabric in play, but once fabric is added (for free motion quilting) it won't pick it up. This is after using the machine for the last 10 days to piece and quilt without a problem until this morning.
I'm at a loss.

SOURCE: Upper thread wraps around bobbin mechanism, while sewing
IT PROBABLY IS THREADED INCORRECTLY. GO SLOWLY BY THE DIAPHRAGM AND MAKE SURE IT IS THREADED CORRECTLY. ALSO MAKE SURE SPOOL PIN HOLDERS ARE IN PLACE THAT HELPS TO GUIDE THE THREAD CORRECTLY.
SOURCE: Singer 6267 self winding bobbin winds around shaft under
I just figured out why my bobbine was winding on shaft instead of on the bobbin. first of all make sure the bobbin is setting up high enough, top of bobbin needs to be a fraction higher then the bobbin shuttle, next check to make sure there are no burrs on the bobbin, then make sure that the thear is catching in the groove (**** in top) of the bobbin. In order to get mine to wind i had to lett the tread go down and then slip the thread in the groove. also remember to leave the pressure foot up do not put it down. let me know if this helps.
