You said "with nothing plugged in" so if you don't have anything plugged in and it's doing that, you could have a bad ground issue. Try another electrical outlet as the ground on the electrical outlet you're using could be bad.
With the guitar plugged in, and the volume down...do you hear a lot of humming coming out of the speakers? That would be a ground issue as well. But good to make sure your electrical outlets have good grounds. If the ground is good (you can buy a cheap outlet tester at Home Depot) then you may have a bad ground somewhere else.
If nothing is plugged in then it's probably a bad ground. Turn your volume down as well and see if you notice any humming or other sounds coming out of the speakers with nothing plugged in.
If you hear noise such as humming or radio stations or electric motor noises, you're probably electrically plugged into an outlet with a bad ground, or that circuit has other junk on it adding noise on the circuit which your amp is picking up and blasting out.
You can purchase an electrical circuit tester (looks like a 3 prong plug with lights) at Home Depot or Lowes that will tell if the circuit you're on has a faulty ground or not.
With the guitar plugged in and at low volume, if you hear a buzz, or hum, then you have a ground problem somewhere.
But first make sure your outlets are properly grounded before troubleshooting the amp.

Turn your guitar away from the amp's speakers. The pickups on the guitar are feeding the amp's signal back into the amp creating a feedback loop, especially with the gain button on. Loud volumes cause this looping path between the amp speakers and guitar pickups. You may need to reduce amp volume also.

that depends on your cabinet(s). if you have an 8 ohm cabinet you want to use your 8 ohm out. if its a 16 ohm cabinet you want the 16 ohm out.. etc.. etc. etc.. owners manuals will tell you these specs
