The error could be connected to the advanced system care. Have you uninstalled any protective software lately?
It would seem that as the computer is starting it is trying to load a program that is either corrupt or missing, generally a program like reg cleaner or other utility program.
If its a case you have removed a program, try installing it and see if that works.
Get another copy of the advanced sys care program and reinstall that.
If this doesn't work, get back to me.

SOURCE: The program can't start because
Google 'download rtl120.bpl'.
Download the file from the list and put it in C:\WIndows\System32
You may be asked for other libraries too. Just do the same thing to get them.

error is a common system error which tells you that rtl120.bpl file is
missing or corrupted when you try to open certain files, applications
or just start up the computer. Usually rtl120.bplerror happens when
there is a conflict in the path of the Dynamic Link Library or when
there is some missing/ corrupted entries in Windows registry. rtl120.bpl
error may cause the related programs stop functioning and accesses
areas of your system memory incorrectly.
Method 1. Fix rtl120.bpl error Manually by Going Tweaking The Registry Keys.
Method 2. Fix rtl120.bpl error by Disabling Related Programs from Startup.
The DLL file would be infected by virus or Trojan. If the anti-virus program on your computer detects and deletes the infected file, you would probably receive error message alarming you that the DLL file cannot be found. You absolutely will fail to run the relevant application or program but keep receiving DLL error message on the startup. In such situation, you have to re-download and install the application to re-register the DLL information. Accordingly you have to disable an application run automatically on system startup in order to avoid such DLL error message:
