fuel pump could be the cause but also the float in the carby could be not set at the right level and starve the motor at high revs .

On the tachometer back you have secured a wire thread just like the one from the brakes of a bicycle. The other end of the wire is secure to the engine. This wire complete, need to be replaced.

As a test first disconnect it from the tachometer and see if ok if not then the problem is with tachometer.

Every 2 stroke I've ever worked on, the float is set parallel to the bottom of the carburetor. Turn the carb upside down and look to see if the float is even with the bottom of the carb.

Sounds like accelerator butterflies are stuck,you probably need a good mechanic to sort this one out.try operate accelerator linkage on carburettors by hand but do not force, take off black air cleaner and spray penetrating oil onto butterfly shafts

How do i set timing on a 1996 mariner 40 hp 4 cylinder 2 stroke outboard?

timing marks on flywheel and a pointer above the carbs , under the flywheel there is an adjustable rod from the trigger to the throttle linkage ! strobe light required , cant remember timing off top of my head as out so google it !
