Charge the phone overnight first. Make sure that when you plug it in, the battery indicator has a lightning bolt indicating that its actually charging.
If not, then the charging cable or power plug are bad.
If it does but the charge never goes up while on charge, then the battery may be bad and the phone needs servicing. Replacing a battery is a relatively inexpensive repair.

Did it start over or just died for you? I noticed that my S4 was starting over all the time although it was in my pocket and I didn't touch it. But I figured that I have some option to automatically download updates, and when it does, it restarts itself. Hope this may be a help for you?
Clear up as much internal memory as you can. Put apps onto SD Card. Clear the miscellaneous files completely and clear all the cached data. That should do it.

Try Puffin browser from the google play store, it's the fastest browser with flash support that I know.
Alternatively Flashfox also works, but it's nowhere near as efficient as Puffin.
Ditch the Android and get an Apple.
