You can try having it formatted. I really don't understand what you mean it is looked to google. Usually a tablet that has the capability to make calls or have a SIM card inserted will be locked to the network provider. Google is not a network it is an operating system, like windows on a computer. If you are referring to the operating system there is nothing you can do since it is built in.
Hard reset it....just google android tablet reset.
It comes with a one year warranty so if its less the one year take it back to Wal-Mart and they will send it to the company were they will either fix it or replace it.
You must then do a factory reset using the Power and Volume
Buttons.

The model number is not the same but it should work anyhow.
There is a typo in Step 1, however so do this instead:
With the tablet turned OFF (not sleep but OFF) press and hold down at the same time both the Volume(-) button and the Power button. Continue to hold both of them down until you get a screen with the Android Robot, and or green text. That should set you up to follow the instructions.
