check your engine idle speed..if idling too low it will not engage also check your belt deflection if too tight it will cause the engine speed to be too low causing the no reverse condition

Hopefully, you did not install the pulley on the pump upside-down. (I have seen this happen before) Otherwise, the end of the pump shaft should be flush with the flange on the pulley. If it is off just a little one way or the other, it can cause fraying and severe belt noise.
