Some of to much compression or there is a mistake for oil/diesel in gasoline problem or oil came into cilinder by turn a circular mower too the wrong side to mount or replace the rotary blade , always with the exhaust/muffler up where the valves are by wrong side there comes some oil into the cilinder by valve that will give to much compression (octanenumber) and kick back in the early time ,or fill too much oil could be possible .
Bring back the right oil level and replace the gasoline if neccesary

I remove the oil and rotate the engine and same thing turn hard to pull the rewind starter

the oil level in the carter must be on a normal oil level and use of a good 4stroke gasoline for the snowblower ( not 2 stroke ) then it must become better after short use if not there is something wrong by the valves

SOURCE: poulan starter rope

to fix starter rope first you must wind spring and place back in housing. just grab spring by middle and wind ,you will have to get it smaller than housing hole. One end should hook to a tab at housing rest of it sets inside itself. once set in housing dont let go, insert rope housing over top & screw in. rope housing should have some return spring to it when pulled. if rope is not tight on return pull simply add one winding to spool. hope it helps!

SOURCE: starter rope will not pull. Will pull smoothly

If I understand what you are saying... The starter pulls smoothly with the starter cover removed or when installed and the plug removed (no compression or spark). If this is correct I think your saw's timing has slipped or maybe a defective decomp valve. Time to visit your neighborhood chainsaw seller/mechanic.HTH

Toro Powerlite Snowblower Starter rope kick back

Yes, it could be, but at least check one other thing.
Pull the spark plug and leave it out of the machine.
Then, pull the start rope and see how it goes.
Does it seem ok then?.
Now, reinstall the plug and try it.
Some people were never told to be sure the spark plug is elevated whenever the machine is stored, for any length of time.
If not, and the spark plug is lower than the crankshaft oil level, the oil can by-pass the rings on the piston whilst it is sitting and give you kick back when you pull the rope, because that oil in the combustion chamber is not compressible.
God bless your efforts.

I have a toro 826 snowblower and i cant get the thing to start there is no primmer bulb i dont know if the choke lever goes down to start?

https://www.toro.com/en/homeowner/snow-blowers/power-max-826-oe-37772

Click on parts and manuals then select the year that it was made and then you can download the operators manual.
The most common cause of failure to start is bad gasoline, Gasoline cannot be left in the fuel tank without a stabilizer added to it. It goes bad after about 1 month.

2007 arctic cat no spark

If its under warranty let them do the work. If you have no spark remove plug hold it against engine pull cord an see if you get any spark. If not unplug the ground wire to the mag an watch for spark. Sometimes the secondary on mag fails, another step is replace plug, if that does not solve problem, remove flywheel an check clearance between flywheel an mag. One of these steps will fix the problem. Replace plug first, then check for other problems. More than likely plug is at fault.

Have no spark to plugs

Those sensors have no effect on spark. Did you replace the plug, if not remove it hold it against the engine, have someone pull cord, watch for spark. If you have spark then you have a fuel problem. If no spark then after replacing plug, then remove stop wire from magneto side. Pull cord an watch for spark. If no spark then remove housing an flywheel, measure gap between mag an flywheel. Check to make sure magnets are still on flywheel. Call some shop or check a service manual on gap setting. If no spark still you will need to replace the magneto. This is rare an its is more likely a plug that needs replacing. Toro snowblowers are nice machines, this is not a hard fix. Really to tackle this is starting with the plug.

Toro Electric Start Problem

Remove spark plug and observe condition. Fouled with oil, bad motor. With plug removed pull rope several times to blow out cylinder. Spray WD40 in spark plug hole, pull rope several times see if oil blows out. Spray a lot of starter fluid in spark plug hole, replace plug. Spray starter fluid in air cleaner area of carb, try to start. Replace spark plug, try to start. Ensure oil is full, all mowers have a low oil sensor now. 30w oil. Always use Stabile in gas.
