I have a S4, not sure if its the same but here's what i do to get to APN settings:
First go to settings and tap on the connections tab at the top of the screen. Then tap on "More networks" under the "network connections" subsection. Once there you should see a button for "mobile networks". tap on it and it should bring you to another screen with a button called "Access Point Names (AKA APN). Tap on that and you're there!

Cell phones must be activated by the cellular network. Usually you call the cell carrier on a different phone to activate the phone.
Press the Menu key and save. Reboot your phone and test your data connection by opening a web page.
