Look for the signal cone shaped icon, right click on it to display and select your suppliers network name and enter the wireless key. Turn your Wireless Router upside down to find them.

If this is a NEW Laptop/notebook immediately take it back.
(trade it for a working one! very EASY especially w/AMAZON).
I wish I knew more about "Chromebook" but there are only two reasons a device on any such laptop/notebook won't work...
- The unit's "driver" (software, device & test... Reload)
- the unit is DEFECTIVE (replace hardware)
Sadly unless "DRIVER" does it for you... my attempt to further research "Chromebook" has reveal "CHROMEBOOK" as more of a notion than an actual device...
To go any further you will need to re-post with the "MANUFACTURER" I've already found 5 without trying.
ACER, ASUS, HP, SAMSUNG, TOSHIBA...
PLEASE repost with full detail (Hardware & Software)

found this from another forum but not sure as I do not know chromebook but looks like you have to wipe the chromebook back to developer mode
https://support.google.com/chrome/a/answer/1360642?hl=en
Here is a trick you can use: You can put the Chromebook into Developer Mode, then once it is in Developer Mode you can switch it back into normal mode and it should totally wipe the Chromebook without requiring any USB flash drive or any SD flash card etc.
But remember that just like a Powerwash or a USB ChromeOS restore, this process will wipe all local files you have stored on your Chromebook's SSD.
best of luck ! And be certain to return to let us know if this helped.

PS: Remember that when using a Chromebook you should never store important files locally on the SSD HardDiskDrive shelf; Instead, store them in your Google Drive or if you must store them locally use something like flash storage media. A Powerwash or a switching into Developer Mode will wipe all SSD local files. https://support.google.com/chrome/a/answer/1360642?hl=enfor Samsung Chromebook XE303C12-A01
Press ESC + + POWER. The screen displays a yellow exclamation point (!).
Press CTRL + D to begin dev mode, then ENTER. The screen displays a red exclamation point.
Press CTRL + D, then ENTER. The Chromebook deletes its local data, returning to its initial state. The deletion takes approximately 15 minutes.
When the transaction completes, press the spacebar, then press ENTER to return to verified mode.
