Or maybe the phone line has somehow had the message bank activated and the call coming in does not get to the panasonic cordless phone answering machine before being diverted to your phone line message bank.
check what codes access message bank for the telephone line provider and then turn it off.

It depends on what system the 7731 is attached to. If it's a TA system, that you dial either 107 or 115 to get to the Panasonic brand voice mail system, you take a spare button from the left side keys and press PROGRAM the spare button and dial 94+107 or 115 then STORE.
Pick up the handset and drop it back down to end programming. Then label the button VTR. When a call comes in, you press VTR and dial the extension or press the DSS (extension) button. You don't press HOLD or TRANSFER, just the VTR button.
