You do not state if you reported the robbery to the police / law enforcement in the area where the robbery occurred.

If you have not asked for advice of the police / law enforcement where the robbery occurred, you should do that.

In most states, the Secretary of State requires two IDs to prove that's who you are before they will issue you another license. One of them is usually your birth certificate or social security card and usually a bill that you receive at your house like a electrical bill or something. If I'm sure call the Secretary of State in your state and ask what you would have to furnish. Also possibly if you have an old license that has expired you may be able to show that because it has your picture. When I replace my driver's license I always keep the old one in a drawer.
