You can use your non-Gmail email address to create one instead.
Go to the Google account Sign In page.
Click Create account.
Enter your name.
In the "Username" field, enter a username.
Enter and confirm your password.
Click Next. Optional: Add and verify a phone number for your account.
Click Next.
1. Type www.gmail.com
2. Click on create account
3. Sign up form will appear then you have to fill your all detail like first name, second name, D.O.B, user name, password.
4. Click next, then verify it using your phone number.
5. One code will you get, enter that code for verification. Then your account is verified.
6. Then click i agree on google policy and privacy.
7. Your account will be created.

See the CREATE AN ACCOUNT link in the upper right corner of that page. Click or tap on that link. Follow the onscreen instructions.
Be sure to write your gmail address and password and keep that information in a safe place in case you forget one or both of them.
