I just checked it and it looks like most of teh parts for it are obsolete. They do not offer an owner's manual. I checked for both since you did not specify which "manual" you need

Elmer, If you remove the gun assembly from the machine, if the machine is now not feeding wire, the problem is most likely the gun trigger is faulty. The switch contacts heat up and start sticking over time. If able too disassemble and clean trigger contacts. Check the attached links,instruction and guides, Good luck

I need to find a manual for a Craftsman welding stabilizer

I think most of the older Craftsman welders were made by Century which is now owned by Lincoln Electric Company. If this is a wire feed welder you adjust the wire feed speed so that the arc sounds like eggs frying, the voltage setting (if any) will depend on the thickness of the material you're trying to weld. If it's a stick welder there will just be a current range control that you set depending on the thickness and type of material you're welding.
