This sounds like you're monitoring an EDACS system and are not in trunking mode (search or scan). EDACS systems transmit those tones to make scanning less enjoyable. Read the manual to find out more about programming and monitoring trunked systems.

For a full reset, turn the scanner off and then power it back on while holding the 2 and 9 keys. CLEAr will appear on the display. NOTE: this will clear all frequencies and any other information that you have programmed into the scanner.

To clear/erase a single channel just enter frequency 0.0

Sorry, but it can't be done, for at least two reasons. Cellular bands are out of the tuning range of your scanner, and it cannot be modified to receive the cellular frequencies. Virtually all cellular signals are now digital, and the PRO-95 is an analog-only scanner.
