What speed was the photo taken at? If you have camera shake at say 1/30th then when you use the flash it captures a sharp image at the speed of the flash, maybe 1/10000 sec.
Practice holding the camera firmly and pressing the shutter slowly and gently at a shutter speed of 1/15th second (without flash) and trying to get some (relatively) sharp images. These techniques will improve all your photos.
Many factors here, but the obvious is an issue with the focus assist beam. The 700D came out in 2013. 1. Check that the firmware for your camera has been upgraded to the latest version. 2. Make sure the focus assist beam is Enabled in the camera settings. 3. Make sure your shooting mode is One Shot, not AI Servo.
You must change the setting in the camera itself. There are so many variables here that this question is nearly impossible to answer. I would take the newer flash back and get an exchange. Did you mean to put 70D instead of 700?
Could either be that the shot without the speedlight is noisy/grainy, thus this might cause or from a perspective seems blurry

Make sure it is not set to manual 'M' on the display. To get it to shoot in ETTL (Through the lens) press the mode button and it should read ETTL in the top left corner. This then means that the light is metered thorugh the lens and you are not relying on the manual settings.

is your master flash set on a camera? The EX II has something that makes it have a 1 second delay when using sync mode, unless the master flash is set on the camera.

Blur images can caused dirty lenses please clean the lenses if the problem persist then take to any service center and do cleaning of the internal parts as sometimes due to moisture this type of problems are created.

I encountered this same issue on new 60D. There is a micro switch under a guide blade in the shoe on the right side. Mine was not stuck down but bent just enough downward that the switch was being actuated. I used a pointed pocket knife blade to pry up on the guide blade making it arch slightly upward and everything is fine now. Now i wonder is this going to be a problem every time i mount and unmount my external flash. Time will tell.
