Will not fire, turns over...like no spark

Check to see if there is a safety switch under the seat. This shuts the mower down if the rider falls off for safety. You can test the switch by unplugging it and jump the connections together at the end that is attached to the engine. If it runs in this condition you need a new safety switch in the seat.

Mower will not move in either direction

check the pins in back there should be two pins in the back or under the seat that you pull out to push it around your garage or whatever and the should be pushed in to mow. that seems to be a fun trick to play on people around here.

After mowing the mower will not start after it is cut off to clean-been in shop 4 times?

I'd say check the oil and make sure air filter and cooling fins are clean, but I assume the shop will have done that. Has a fuel line gotten run too close to something hot? Might not show up when started and run at the shop, but would after running under load.

Read the manual. These so called "problems" are standard safety features that someone should have gone over with you. Sounds like poor salesmanship. When starting the mower the bars should be out and the park brake pulled. Then disengage the parkbrake and pull the arms in to drive the mower. Do exactly the opposite to get off the mower. I just bought one today every model I looked at was like this.
