Take the cover off and find why the fan is scraping. Sometimes they will move on the motor spindle and hit the casing. If the fan is slowed down the element gets too hot and overheat protection cuts the power until it cools. Fix the fan and it will be fine. Some fans have a small Allen head grub screw in the fan collar, some are press fit with grip washers.

Should I try taking it apart and possibly clean the fan or so?

I've never seen a fan with a replacable fuse. There may be a thermal fuse inside the motor windings.

Remove front grill cover and spin the fan, if it spins the problem is most likely the on? off switch or the cord may be frayed, at the plug end usually.
