You should be able to install your old map from the DVD/CD that originally came with your Navman - you don't need a Product Key for this, even if it prompts you for one.
It appears that the commercially available 2009 map for the S-Series does *not* cover the S30 3D, just the non-3D versions, although that's not at all obvious from what's on Navman's web-site, so you have my sympathies if you bought it expecting it to work...

Its water ingress causing a short in the high voltage wiring PCB.
Open the unit with a 1.5mm allen key, unscrew the power/data cable sockets with a spanner and GPS antenna inlet with an 8mm socket (NA to i models) .
Where water has arced there will be burning black on the green PCB evident, cut the PCB wire and remove the section around the burn.
solder a new wire to bypass the short.
Dry the unit and seal with silicone to prevent re occurrence.
Its a 2 hour repair requiring a high DIY soldering standard but off set it against the time it will take to reload you waypoints in a new plotter , its well worth the trouble.

well it is a chevy, its always had that problem. Haha, just kidding. But, seriously, it can be something as simple as a clogged air filter. I did all that you did on a car I had, and then, I replaced the air filter that I thought was good (reusable K&N) and it ended up being that. Try the air filter. Either replace, or clean it.
